My initial research with the government was based partially on your vita-ray, in hopes of finding a new way of creating a super soldier, as Erskine’s research has been entirely lost, and not been able to be recreated in any way shape or form. 

Any chances to recreate it has resulted in disaster, yours truly speaks from experience.
